Brazosport Water Authority Earns Sixth TCEQ Innovation Award — Highlighting the Value of Practical AI in Water Utility Operations

Brazosport Water Authority (BWA) has once again been recognized for its commitment to innovation, earning its sixth Texas Commission on Environmental Quality (TCEQ) Innovative or Proactive Water System Award.

LSPS Solutions and Brazosport Water Authority celebrating.

For LSPS Solutions, this recognition is particularly meaningful.

Brazosport Water Authority has been a longtime LSPS Solutions client and partner, and LSPS was specifically recognized in BWA's announcement for helping the Authority implement artificial intelligence into its operations.

The award is another example of what can happen when experienced utility professionals are willing to embrace new technology—not simply because it is new, but because it can solve real operational challenges.

A Longstanding Culture of Innovation at Brazosport Water Authority

The TCEQ Innovative or Proactive Water System Award recognizes public water systems that go beyond minimum requirements and implement programs, technologies and operational practices that improve the way their systems are managed.

Brazosport Water Authority has now received the recognition six times, demonstrating that innovation at BWA is not a one-time initiative. It is part of the organization's operating philosophy.

BWA provides wholesale potable water to seven member cities, the City of Rosenberg, two Texas Department of Criminal Justice units and Dow Chemical Company. Operating infrastructure of that scale requires more than simply maintaining regulatory compliance. It requires continuously finding better ways to manage information, infrastructure, personnel and institutional knowledge.

That is where LSPS Solutions has had the opportunity to contribute.

Bringing Artificial Intelligence Into Real-World Utility Operations

One of the initiatives highlighted in Brazosport Water Authority's recognition is its work with LSPS Solutions to incorporate artificial intelligence into utility operations.

LSPS developed its first AI-enhanced Electronic Operations & Maintenance Manual in partnership with Brazosport Water Authority.

Traditional O&M manuals contain enormous amounts of valuable information, but finding the right procedure, equipment information or operational guidance inside hundreds or thousands of pages can be difficult—particularly when an operator needs an answer quickly.

LSPS's approach transforms that information into an interactive operational knowledge system.

Rather than manually searching through documents, employees can interact with the organization's knowledge using natural-language questions and quickly locate relevant procedures, documentation and operational information.

More importantly, these systems can help preserve something every utility risks losing: institutional knowledge.

Experienced operators, supervisors and public works professionals accumulate decades of knowledge about their systems. As those employees retire, much of that knowledge can disappear with them.

AI gives utilities a new opportunity to capture, organize and make that knowledge accessible to the next generation of employees.

That philosophy has already earned LSPS Solutions national recognition. Earlier this year, LSPS's Digital O&M Manual with Embedded AI Guidance for Municipal Utilities received an Honorable Mention in Fast Company's 2026 World Changing Ideas Awards.

Brazosport Water Authority was the first utility partner to implement the AI-enhanced platform.

AI Implementation Doesn't Have to Start With a Massive Technology Project

For many municipalities and utilities, the biggest obstacle to adopting artificial intelligence isn't necessarily technology.

It's knowing where to start.

The conversation around AI can quickly become dominated by large language models, automation platforms, data infrastructure and emerging technologies. But municipal organizations do not need to become technology companies to benefit from AI.

They need to identify specific operational problems where AI can create measurable value.

That could mean reducing the amount of time employees spend searching for information. It could mean making institutional knowledge easier to preserve and transfer. It could mean improving employee onboarding and training. It could mean giving residents faster answers to routine questions. Or it could mean automating repetitive administrative processes that consume staff time.

The technology should follow the operational problem—not the other way around.

That is the approach LSPS Solutions takes with AI implementation.

How LSPS Solutions Helps Municipalities Implement AI

LSPS combines municipal and utility expertise with practical AI implementation. That distinction matters.

Our team understands the realities of operating public infrastructure: regulatory requirements, staffing constraints, aging assets, procurement processes, institutional knowledge and the responsibility municipalities have to the communities they serve.

We then evaluate where modern AI and automation can realistically improve those operations.

Depending on the organization, that may include AI-enhanced O&M manuals and internal knowledge systems; employee training and onboarding tools; resident service chatbots and virtual assistants; AI-supported regulatory and document workflows; workflow automation; or custom AI applications built around a municipality's specific operational needs.

The objective is not to replace municipal employees. It is to give them better tools.

AI can help experienced employees access information faster, help newer employees learn from decades of accumulated institutional knowledge, reduce repetitive administrative work and allow staff to spend more time on the work that actually requires human judgment and expertise.

Start With the Problem, Not the Technology

Municipalities interested in AI do not necessarily need to begin with a predetermined product.

In many cases, the best first step is simply identifying where the organization is losing the most time, where important knowledge is difficult to access, where repetitive processes create bottlenecks, or where residents and employees struggle to find information.

From there, LSPS Solutions can help determine whether AI is actually the right solution and, if it is, design an implementation around the organization's existing processes, people and information.

This is especially important in the public sector, where technology has to work within operational, regulatory, security and budgetary realities.

The goal should never be to implement AI simply so an organization can say it uses AI.

The goal is better government and better utility operations.

Congratulations to Brazosport Water Authority

LSPS Solutions congratulates Brazosport Water Authority, its leadership and its entire team on earning its sixth TCEQ Innovative or Proactive Water System Award.

We are proud to have played a role in BWA's continued commitment to innovation and particularly proud that our work together demonstrates how artificial intelligence can be applied practically within the water industry.

Brazosport Water Authority was willing to explore what these technologies could do before AI implementation became commonplace across municipal government. That willingness to innovate is precisely what this TCEQ recognition celebrates.

And their experience provides a useful example for other municipalities and utilities considering the same question:

Where could AI make our organization work better?

LSPS Solutions can help answer it.

Whether your organization already has a specific AI project in mind or simply wants to understand where AI and automation could improve operations, LSPS Solutions can evaluate your existing workflows, identify practical opportunities and develop solutions tailored to your organization.
